William Alley, MHA, BSN, RN

Chief Executive Officer

William Alley, MHA, BSN, RN, (Bill) is a healthcare leader whose experience spans clinical practice, administration, and distinguished military service. Serving in U.S. Army combat support hospitals and participating in extensive field training, he developed strong leadership, resilience, and operational discipline. His 1992 deployment to Croatia strengthened his commitment to coordinated, compassionate care in demanding environments, while preparing him to navigate mass casualty and emergency operations.

Bill attended the University of North Carolina at Greensboro, earning his Bachelor of Science in Nursing in 2001. During this time, he gained valuable experience in emergency, ICU, medical-surgical, orthopedic, behavioral health, and surgical care. In 2012, Bill rejoined the U.S. Army Reserve as an officer to lead both surgical and administrative teams. Building on his nursing foundation, he later earned a Master of Healthcare Administration from Ohio University.

In February 2020, Bill accepted the role of Chief Nursing Officer at Twin County Regional Healthcare. In June 2025, he transitioned into the role of CEO, where he continues to serve the same community. Bill excels at connecting frontline experience with organizational strategy. He is known for guiding teams through complex challenges, improving workflows, and advancing patient-centered, high-quality care across diverse healthcare settings.

 

 

Charleen Ryan, RN, MA, MFT

Chief Nursing Officer

Charleen Ryan serves as Chief Nursing Officer at Twin County Regional Healthcare, bringing more than 25 years of national healthcare leadership experience. Her career has included roles as a consultant, interim CNO, COO, and CEO, where she has led transformational initiatives in clinical operations, workforce development, and innovative care delivery.

Ryan began her career practicing clinically across multiple areas, with a strong foundation in emergency and trauma care, shaping her commitment to patient-centered, high-reliability care environments.

She joined Duke LifePoint in July 2025 as Interim CNO and was named permanent Chief Nursing Officer in October 2025. Ryan holds degrees in Nursing and Marriage and Family Therapy and is currently pursuing a doctorate in Organizational Transformation and Leadership.

Passionate about developing people and building strong teams, Ryan focuses on strengthening the nursing workforce through internship, residency, and fellowship programs, alongside shared governance that elevates the clinical voice. She is deeply committed to advancing healthcare in rural communities by fostering a culture of collaboration, respect, and excellence—ensuring patients receive the very best care close to home.

Samantha McMillian, CPA

Chief Financial Officer

Samantha McMillian was born and raised in the Twin County area and carries a deep-rooted commitment to the community she has always called home. She previously served as Controller at Twin County Regional Healthcare for 8 years, during which she was instrumental in streamlining financial processes, enhancing reporting accuracy, and supporting strategic initiatives. Samantha holds a Bachelor of Science in Accounting and a Master of Business Administration in Accounting, both from Liberty University. She is a Certified Public Accountant (CPA) in the state of Virginia and has a passion for healthcare financial planning and budgeting.

Leslie Bowers holds a Master’s of Science in Management and Leadership and a Bachelor’s of Science in Human Resources Management from Western Governors University.  Leslie is a talented leader who is motivated to make a difference in the lives of all she serves.  Skilled in talent acquisition, compensation management, employee relations, and regulatory requirements, Leslie has management experience in manufacturing and most recently has been serving at Twin County Regional Healthcare as the Human Resources Generalist and Volunteer Services Director.  She is a member of the Society of Human Resource Management.  As a lifelong native of Galax, Leslie cares deeply for the community and is passionate about Twin County Regional Healthcare’s mission of Making Communities Healthier.
